Were you retired VA a MEB/PEB by the Army? Do you have a DA3947 or DA199? If such was the case you would be a retiree with TRICARE and other retirement benefits. Something doe not sound right here....

Yes, you should have received a MEB/PEB. They separated you as if the condition was not related to service. What was the effective date of the VA rating? Mike
